中共中央办公厅、国务院办公厅近日印发《关于健全资源环境要素市场化配置体系的意见》。

China has recently unveiled a guideline aimed at improving the system for market-based allocation of resources and environmental factors. The guideline is jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council.

资源相对短缺、环境容量有限是我国的基本国情。党的二十大报告提出，“健全资源环境要素市场化配置体系”。这是我国资源环境领域的重大基础性机制创新，有利于促进要素自主有序流动、提高配置效率，提升包括资源环境要素在内的绿色全要素生产率，引导各类资源要素向绿色低碳发展集聚，并让经营主体在保护生态环境中获得合理回报。健全资源环境要素市场化配置体系，推进碳排放权、用水权、排污权等市场化交易，是提升资源环境要素利用效率的关键举措。为深化资源环境要素市场化配置改革，中共中央办公厅、国务院办公厅印发《关于健全资源环境要素市场化配置体系的意见》。

意见提出，到2027年，碳排放权、用水权交易制度基本完善，排污权交易制度建立健全，节能市场化机制更加健全，资源环境要素交易市场更加活跃、价格形成机制更加健全，推动资源环境要素畅通流动、高效配置，充分释放市场潜力，对实现相关资源环境目标的支撑作用有效增强。

意见从完善资源环境要素配额分配制度、优化资源环境要素交易范围、健全资源环境要素交易制度、加强资源环境要素交易基础能力建设等方面作出部署，完善资源环境要素交易市场，促进资源环境要素支持发展新质生产力，协同推进降碳、减污、扩绿、增长，加快经济社会发展全面绿色转型。

【重要讲话】

推动经济社会发展绿色化、低碳化是实现高质量发展的关键环节。加快推动产业结构、能源结构、交通运输结构等调整优化。实施全面节约战略，推进各类资源节约集约利用，加快构建废弃物循环利用体系。完善支持绿色发展的财税、金融、投资、价格政策和标准体系，发展绿色低碳产业，健全资源环境要素市场化配置体系，加快节能降碳先进技术研发和推广应用，倡导绿色消费，推动形成绿色低碳的生产方式和生活方式。

A green and low-carbon economy and society are crucial to high-quality development. We must work faster to adjust and improve the industrial structure, the energy mix, and the composition of the transportation sector. We will implement a comprehensive conservation strategy, conserve resources of all types and use them efficiently, and move faster to put in place a system for recycling waste and used materials. Fiscal, taxation, financial, investment, and pricing policies and systems of standards will be improved to support green development. We will boost green and low-carbon industries and improve the system for market-based allocation of resources and environmental factors. We will accelerate the R&D, promotion, and application of advanced energy-saving and carbon emission reduction technologies, encourage green consumption, and promote green and low-carbon ways of production and life.
