President Xi Jinping has called on north China's Shanxi Province to further promote the transformation and development of the resource-based economy and strive to write its own chapter in advancing Chinese modernization. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks during his inspection tour in Shanxi from July 7 to July 8, 2025.

长期以来，山西兴于煤、困于煤，一煤独大导致产业单一。实现资源型地区经济转型发展，形成产业多元支撑的结构格局，是山西经济发展需要深入思考和突破的重大课题。资源型地区要实现新发展、传统产业要焕发新活力，转型升级是重要课题。推动经济实现新旧动能转换，关键也在结构的调整、产业的转型。

2025年7月7日至8日，习近平在山西考察，对山西产业转型升级提出新要求。要在扛牢国家电煤保供责任前提下，推动煤炭产业由低端向高端、煤炭产品由初级燃料向高价值产品攀升，同时着眼于高水平打造我国重要能源原材料基地，配套发展风电、光伏发电、氢能等能源，构建新型能源体系。要扎实推进传统产业转型升级，围绕发展新质生产力因地制宜布局新兴产业和未来产业，逐步形成体现山西特点、具有比较优势的现代化产业体系。要用好多元发展条件，优化营商环境，激发经营主体活力，把资源优势更好转化为发展优势。
