中共中央政治局委员、国务院副总理刘国中2026年3月30日至4月2日到浙江、江西调研。他强调，要加快建设现代化水网，全面推进江河湖库保护治理，不断提升水安全保障能力。

Chinese Vice Premier Liu Guozhong has called for efforts to accelerate the development of a modern water network, comprehensively advance the protection and management of rivers, and continuously improve capabilities to safeguard water security. Liu, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during an investigation tour to the provinces of Zhejiang and Jiangxi from March 30 to April 2, 2026.

《中华人民共和国国民经济和社会发展第十五个五年规划纲要》提出，加快建设现代化水网，增强洪涝灾害防御、水资源统筹调配、城乡供水保障能力。

水利部表示，“十五五”时期，我国将加快建设“系统完备、安全可靠，集约高效、绿色智能，循环通畅、调控有序”的现代化水网。基本建成中线引江补汉工程，推进一批跨流域跨区域重大引调排水工程规划建设；推进区域河湖水系连通和引调排水工程建设；加快控制性调蓄工程和重点水源工程建设，基本建成现代化水库运行管理矩阵。与此同时，打通水网“最后一公里”，推进灌区现代化建设与改造，新增耕地灌溉面积4000万亩。农村供水标准化建设和管护模式全面落地，农村自来水普及率达到98%，规模化供水工程覆盖农村人口比例达到78%，县域统管和专业化管护比例达到90%。

统筹水资源、水环境、水生态治理，推动重要江河湖库生态保护治理，基本消除城市黑臭水体。

We will make concerted efforts to improve aquatic environments, water resources, and aquatic ecosystems, strengthen ecological conservation of major rivers, lakes, and reservoirs, and generally eliminate black, malodorous water bodies in cities.
