十四届全国人大四次会议2026年3月5日在北京人民大会堂开幕，会上全国人大常委会副委员长李鸿忠作关于中华人民共和国国家发展规划法草案的说明。

The 14th National People's Congress, China's top legislature, opened its fourth session on March 5, 2026 at the Great Hall of the People in Beijing. Li Hongzhong, vice chairman of the National People's Congress (NPC) Standing Committee, delivered explanatory remarks on a draft law on national development planning.

用中长期规划指导经济社会发展是我们党治国理政的重要方式。党的十八大以来，以习近平同志为核心的党中央高度重视国家发展规划工作。党的二十大和二十届三中、四中全会对健全国家经济社会发展规划制度体系、强化国家发展规划战略导向作用等提出明确要求。

国家发展规划法是以宪法为依据，规范国家发展规划制定、保障国家发展规划实施的基本法律。制定国家发展规划法是更好发挥中国特色社会主义制度优势的必然要求，是在国家发展规划工作中践行全过程人民民主的重要举措，是坚持好完善好运行好人民代表大会制度的现实需要，是更好发挥国家发展规划战略导向作用的内在要求。

制定国家发展规划法遵循以下原则：一是坚持党的全面领导特别是党中央集中统一领导。二是坚持规划法定原则。三是坚持实践导向。四是坚持统筹协调。
